Yes, RC Accuracy is always limited, if the data sheet numbers of some fraction of % are not good enough, you need an external crystal.


That is good enough for UART operation.

Some newest parts have Crystal Run Time Auto Calibrate, from 32kHz Xtal, but that still has RC OSC Step effects of ~ 0.3% and I've not seen if that lock is cycle locked, or just frequency banded.

内部时钟是一个挺复杂的电路，有温度补偿和电压补偿，0~50度精度0.3%，-40~85度1%之内。
